Problem With GBIC module

I have two Cisco switch's Cisco ws-c2960x-24pd-l POE. when i connect GBIC (TM-866SF-F43E), led start swapping amber then green fast then solid amber and no communications. if i remove link after that led still solid amber until reload.

what the issue and how to resolve ?

Not sure if that optic can work with Cisco switches. If the fiber is Multimode, try using a Cisco optic  SFP-10G-SR or  SFP-10G-LR

LR should be used with single-mode fiber.
