Is this also in regard to your other posting about VSS and extending VLANs?
If so, unsure why you think you need QinQ, which allows carrying VLANs across VLANs.
If my last comment to your other posting wasn't clear, create a L2 port-channel between your two VSS core devices, then trunk across it. This will allow you to easily extend VLANs between the two buildings, just as you would extend VLANs to other switches. You can still do L3 on-top of the L2 VLANs, including across the trunk between the two VSS core devices. Remember, logically VSS functions as one L3 switch and port-channels function as one logical link, so VLAN extension would be logically the same as extending VLANs between any two switches across one trunk link.
