I have L2 network with 4503 and 4507 switches running stp for redundancy. One switch is defined as the root switch by defining lowest priority 31440 others are all 61440. We are using it for some VOIP application and the failover time required is in milli second. However it has been observed the failover time is around 5 second to 18 second sometimes...
Any other option to decrease the rate to millisecond

Please try to tune the RPVST default time to achieve the faster convergence for the same.I have myslelf used the same design in LAB with 4500's running RPVST and tested for call survivability in case of the ethernet link or even the sup/Chassis failure.
