Can you post the output of "show boot" after changing it to 0x2102?
It maybe a bug in the version you are running?

Not sure if this is related or not but you have an issue with you license:
License Information for 'WS-X45-SUP8-E'
License Level: lanbase Type: Default. No valid license found.
Next reboot license Level: lanbase
What is the license you purchased with this sup?
also post the output of "sh boot" and not sh bootflash:
05-31-2016 11:52 AM
Yes, you need to fix the license issue first and than the registry.
