Is there any bsmart access list feature that enable me to add and delete some statement from tha ACL without impacting all the other statements?

The only way is to use a web tool like cms. Comes with most platforms.

On the CLI you have to remove and reenter the complete list.

There is a new feature introduced as of IOS 12.2(15)T and 12.3(2)T releases:

IP Access List Entry Sequence Numbering

Where you can assign sequence numbers to the ACL entries and reorder/add/remove lines by the sequence number.
