Is it a normal occurence for switch logs to record interface up/down messages for a port where a PC is connected even when that PC is not either being physically disconnected (cable to port, or OS shut down). If so, why does this happen and why does it not interrupt connectivity? Do PC NICs sleep intermittently, thus causing these switch log messages?

Yes that is normal you will see that in the logs if the PC goes into standby/hibernate/sleep etc mode.
