UBR7246 and CM connection problem

I have CMTS UBR7246 and 2 CMs.

One modem is working fine and got online connected with CMTS.

But the other is not.

It keeps failing to get connected and get success message from CMTS.

In DOCSIS 1.1 mode, it received message "K Rej MsgSyntax Error"

In DOCSIS 1.0 mode, it received message "K Rej Unrecognized Config Setting"

Since CTMS is working fine with one CM, I suppose I need to do something with the defective modem. 

But what should I do with it?

I have not worked on a CMTS for a while but it looks like there may be something wrong with the config file for the second CM.

Are both modem the same model from the same manufacturer running the same code?

If not, there may be a typo or error in the config file.

If so, there may be an issue with provisionning where one modem doesn't get the same config fil as the other.
