Unable to Access Catalyst 4500x via Telnet or Console

I have two c 4500x  , we make vss  , but now Unable to Access Catalyst 4500x via Telnet or Console

The network is working just fine, i can ping to all vlans ,the problem i can't to access from console or telnet 

Please i need solution 

ios :   03.05.00.E RELEASE SOFTWARE (fc3)

OS Image  :cat4500e-UNIVERSAL-M
