unable to use new switch's port: stack priority issue

We have installed two new switches on exiting rack, and those two  got same priority is it the reason we are not able to use any port from switch 7 & 8? Please lets is know how we can change ? will there be any downtime ?

Hello,

priority in the stack is only used to elect the master, if the priority is the same, the next criteria is to use the switch that uses the non-default interface-level configuration.

Which switch model do you have ? Post the output of 'show version'...

When I connected laptop to Gi7/0/4 its not getting Ip.

where is the DHCP scope for VLAN 31 configured ?

Try and configure the port with 'spanning-tree portfast'
