Upgrading images via Solarwinds TFTP

So I have done this quite a few times but many times I always have an issue when everything seems right.
So on a 4000 series router:
Configured laptop 10.1.1.2 /24
G0/0 on router 10.1.1.1 /24
Both can ping each other
FW on laptop is off.
Pointing to Documents folder on Solarwinds settings.
I don't even see any activity in the TFTP logs other then Started.
Tried restarting, etc.
Any ideas?

Check for the following:
- Verify that the TFTP server is running.
- On the TFTP server, go to File > Configure and verify that the Security and Advanced Security options are not blocking any requests from the router.
- Verify that your router's access list includes your machine's IP address. Refer to Configuring IP Access Lists for Cisco devices.
- Verify that the firewall allows TFTP requests through port 69.
- Verify that a pathname is not specified when transferring files using the TFTP server using the command line. The TFTP server requires the Root Directory to be pointed to be source/destination location. The command should only contain the filename.

Yes I checked that and nothing is blocked. - Verify that your router's access list includes your machine's IP address. Refer to Configuring IP Access Lists for Cisco devices.

NO other devices involved. Just from laptop to devices. I only enter name of the .bin file including the .bin
I do have SNMPv3 configs and an ACL that applies to the SNMP config. Do you think that would interfere? There is nothing on port of switch, router, FW, etc. that I try to upgrade except an IP address. I check make sure laptop pings and vice versa, etc.

Could be. Can you delete the SNMP ACL and try again?

TFTP source IP address configuration on your 4000?
also when you run wireshark on your laptop do you see anything hitting the laptop?
you can also give it a shot using ftp. much quicker

No the TFTP is Solarwinds on my laptop.
I have not ran Wireshark.
Per my other reply on this post, TFTP works fine on a router with pretty much no configurations on it so that rules out settings at least. Yes in that reply I stated I have SNMPv3 configs and ACLs for it. Sounds like a problem?

the ACLs that you apply to snmp are ap[plied to snmp only and should not intervene with TFTP operations. In case you do suspect it to block other traffic, rip it out for testing purposes.

So interface I connect laptop to has not config other than ip address. I am not sure what could be blocking it.
