For the management interface to be up at least one of these conditions must be met:

- there is at least one interface assigned to that VLAN that is up/up (connected to some device).

- the switch must have at least one interface configured as a trunk, that interface must be active (up) and connected to some other switch on a trunk port and the trunk must allow the management VLAN to be carried on that trunk.

Can you verify whether at least one of these conditions is met?
