Vlan management configuration

Hi 

I try to confire the vlan management on cisco packet tracer but i can't do it... and i don't know why... 

here is a very simple architecture 

I must surely be doing something wrong or forgetting something since whether it's the router or the PC I can't ping 192.168.99.253

How to configure this **bleep** vlan management

on the Swtich, add ip default-gateway command:

ip default-gateway 192.168.99.254

I try my lab on the other PC and it works... I write the same command however... I forgot yesterday to note "ip default-gateway" on the diagram my mistake sorry  

Could be a problem on my machine, stupid question but can the Windows firewall block certain things in the software?

Yes @malfury77 

Try to desactivate Windows Firewall and re test.
