I have a network where I have created 4 different VLAN's. One VLAN for phones which is tagged and then several other VLAN's that are untagged. I would like to route these together using a CISCO layer 3 switch. I have tried doing this but when routed together I did a wireshark and found that even broadcast packets were making their way to the other VLAN's causing broadcast problems with our radio equipment. Is there something that I configured wrong that would allow even the broadcast packets to travel across the networks?

Yeah, probably. Perhaps post up your config.
