there is any client in vlan 100 on the 35k or the 45k?
if no client exists c45k behaviour is correct as no end devices interested in receiving broadcast, multicast and unknown unicast exist in vlan 100 on the c45k and downstream.
be aware that this does not limit the number of STP instances running on the systems, this is not a problem on c45k but it might be on C35k.
configuring the list of permitted vlans manually helps in STP scalability.
