Device A ip address: 10.10.10.10/24(static)
Device A mac : 0080.6786.e21b
vlan10 interface : 10.10.20.1/24
If i connect device A in access vlan 10 what will happen? can i get the mac address in access switch and how will be the ARP in core switch ?
can anyone please explain this ?

Yes, you can get the mac address but communication will not work since the device is in a different subnet than vlan 10 address. The device and the vlan IP need to be in the same subnet.

This is why you use DHCP - to avoid config changes when moving devices.
If you MUST have the device "known", you can set up DHCP reservations in different subnets so the device will have one IP address in a subnet and different IP address (but known) in another; but don't do this unless you have a strong reason for doing so (i.e. a security camera, or other device that may have ACL's to give it special access).
