Hi All
I use ping to check the speed of Layer 3 network. In addition to this, What tools can be used to detect low speed of layer 2 and 3 ? Thank you !

Quick and easy test is using speedtest.net, which is a quick speedtest out to the internet.
Verify the speed/duplex settings on the connected interface. Possible speed/duplex mismatch.
Perform a ftp transfer(testing speed) across different parts of the network where you suspect there may be an issue, to isolate the trouble. If your network allows ftp??
Look at the interface for errors.
Depending on ios, do a "show controller util" to verify the bandwidth utilization on the switchports.
Google a public ftp server, you can use to perform a ftp transfer across the internet to test the speed out to the internet. These sites will give the formula to calculate the speed. If your network allows ftp??
Hope this helps...

Thanks for your reply. We can use ping at PC or router to get relative accurate value. I do not know if there is specific tool that can perform the function.
Here is ping result :
Pinging 8.8.8.8 with 32 bytes of data:
Reply from 8.8.8.8: bytes=32 time=38ms TTL=58
Reply from 8.8.8.8: bytes=32 time=14ms TTL=58
Reply from 8.8.8.8: bytes=32 time=52ms TTL=58
Reply from 8.8.8.8: bytes=32 time=17ms TTL=58
