Can you please help me with whats causing cellular connection to radio power mode = off? How to prevent it?

I was in the same situation as you. How do you think I grew to be very confident in that arena?
If you have spare routers, use it to practice. Don't stop practicing, even though you have initimate knowledge about it. When dealing with IOS upgrade, you are not learning enough if you DO NOT BREAK IT. If you don't know how to break it (or send a router into ROMmon all by doing IOS upgrade), then you are not done "learning".

Anyway for the IOS upgrade, it's really a long process since it must be approved first on our management including the clients consent. And unfortunately, i don't have spare router to practice. Btw, i'm working at Globe makati.

Try this short-cut ...
Copy the IOS into the router and change the bootstring. Do NOT reload. Wait until the interface goes down. Reload.
Besides, you still need to test the IOS to see if it's caused by a bug. Open a TAC Case for investigation. While Cisco is investigating, you practice doing IOS upgrades.

I've already emailed it and CTS says "I have located the device and found it is not covered by any contract nor under warranty.So it is not entitled to open TAC case.Could you please go to your point of sale for further help"

Pull all the S/N of all GlobeTelecom's 2911 fleet and give it to the Service Entitlement team. If neither one has a valid Service Contract then you need to escalate this issue with GlobeTelecom internally.
It is not good that the router does not have a valid Service Contract because you won't be able to get a valid IOS nor can you create a Cisco TAC case.
