Wireless AP configured with WDS and RADIUS server but connections are not roaming.

I'm attempting to configure a small roaming Wireless LAN environment but I can't seem to get the connected clients to roam to any other access point configured on the LAN other than the the access point designated as the WDS. I know he RADIUS server is fully operational; I verified that by connecting a PEAP client before attempting to activate the WDS feature while a single access point was running in Autonomous/Standalone mode. This was successful and presented no problems.

The equipment I'm using is a little bit older but I see no reason that it shouldn't work. I'm using four Aironet 1130 access points and an external RADIUS server located in a pfSense firewall on the network.

RADIUS server is at address 192.168.1.1

1130 access points occupy addresses 192.168.1.40-192.168.1.43 with the WDS being at address 192.168.1.40

I have attached two the config files to this if anyone would be interested in taking a look to see if I missed something. (For security reasons I did delete the password hashes out of the config but otherwise the files are as they are currently configured on the access points.) The WDSLead is the WDS access point while the other three are running settings identical to each other with the exception of a change to the host name and IP Address.

When I go to the WDS status on the primary access point it shows all the 1130's "registered" but clients cannot roam or connect to any access point other than the primary access point. When one of the other 1130's try to authenticate with the WDS on the event log it will output this just before saying WLCCP Infrastucture Authenticated:

Error AP Timed out authenticating to the WDS

If anyone has run into this issue before or knows how to get the network working properly, it would be greatly appreciated, Thanks!
