I am looking for a switch to feed my IP phones; I understand that this model has a PoE budget of 370W and to me that would be more than sufficient (48 * 5.5W = 264W). What is unclear to me from the data sheet whether I can utilize PoE on all 48 ports the same time.
The datasheet in Table 8 says:
"Maximum Number of PoE (IEEE 802.3af) Ports: 24 ports up to 15.4W"
That makes sense as that would deplete the 370W PoE budget, but what if I want to use low power devices such as phones on all ports?

All ports can provide PoE until no more allowance is left.

As Leo has noted, unless somehow the phone or switch believe it needs to "reserve" 15.4W, for each phone, each device should be able to draw down just want it needs until all actual PoE power is consumed.
