Phone_A---PSTN---FXO-Router_A----IP NETWORK-----Router_B-FXS---Phone_B
Now I use Phone A to call phone B,making by PLAR.If there is nobody beside phone B,I hook off phone A,but Phone B continue to ring,how should i do?

You are very likely running into an FXO disconnect problem. Take a look at the following URL:

You can have two issues involved.
FXO Supervision is implemented with different aproach either as an IOS feature or Battery reversal.
I prefer to use VIC-2FXO-M1 (USA) which incorporates battery reversal, just make shure you have it enabled on your voice-port.
Also check for a newer 12.3(4)T for your gateway so and try some or all of this commnand at your FXO ports too.
supervisory disconnect dualtone pre-connect
supervisory answer dualtone sensitivity high
battery-reversal answer
