cisco webex desktop pro - insufficient security error

Well one headache after another .. 
Running Desktop Pro - Room OS  11.1.2.4
Settings > Conference > Encryption Mode = ON

I make a call to my local CMS and get the following error:  Unable to establish Encryption
Call Log indicates "InsufficientSecurity"

When I call an external Bridge It connects with good A/V.  The connection is AES 128.

for the SIP Trunk between the CUCM and CMS , did you use secure sip trunk profile or non-secure ? 

The devices are not on the CUCM .. they are registered to the EXP Core.  But we did figure out the cause
Had to disable the H.323 on the zone to the CMS and change the SIP config to port 5061 TLS.  Calls successfully connected encrypted.   But we now see a new issue.   When the call was connected unencrypted the background was very clear and the background image rendered quick.   Now when connected encrypted the call connects and it take over 15 to 30 seconds to rendure and when it does the image is distorted.   Also when dialing say from the sx80 the call connects and only get a gray screen.  Than if I dial a second system into the CMS conf ID the other one is connected, we get the video which is clear but when its disconnected the image rendures and is distorted.   Hope I made sense
