Control Display with Touch 10?

Our customer has a SX20 attached to a display in a huddle space. 

Is there a way the Touch 10 can control the display (on/off, volume and input selection)?

Or would you need Crestron control processor?

You will need a control processor such as Crestron or AMX, you can then use In-Room Controls with the Touch 10 to control the third-party room equipment.
