Hi,
What is the best way to change a dialed number, so whenever someone dials "411" it will rewrite to "8004664411" on CUCM 7 for an outbound call.

Use a translation pattern for that, set the prefix to 8004664

Hi,
I must have it configured incorrectly, we have a route pattern for "service numbers" that is "5.[4-8]11"
Would the translation pattern still work in this scenario?

Yes, just make sure to make it matches 411 and then transform as you need to adjust your route patterns
