It will work with any video matrix Controller, as long as that controller has an API that the cisco endpoint can interact with. Quite often you would monitor the endpoint with an external control device (Crestron, AMX, etc) and then act on the feedback provided by the touch10 button to control the other AV equipment.

You would be better off integrating your cisco endpoint to be able to make phone calls rather than trying to control a seperate phone.

Depending on what your cabletv device is and what it is capable of, then yes, that could be possible - you can certainy use the touch10 connected to a cisco endpoint to control things like an Apple TV device.
Note: all of the above assume you are using the Touch10 with a Cisco Video Endpoint - the Touch10 cannot be used as a standalone device by itself.
