TC 6.1.1 has been Deferred - See the Software deferral notice.

Instead, you will need to go get a minimum of version TC6.1.3.

It is recommended that, if staying on the TC6.x stream, that you install TC6.3.1 - otherwise, it is recommended that you upgrade to TC7.1.1 or higher (with TC7.1.4 being the latest).

TC6.1.1 is no longer available for download.

I'd suggest that you highlight the critical OpenSSL issues to your customer and get them to install at least TC6.1.3 (which doesn't add any new features from TC6.1.1 and just addresses bug fixes - see the Release Notes).
