VCS Expressway Error

I am setting up a VCS Expressway and am doing some testing. I go into Maintenance > Tools > locate to test a search. If I run the Locate using H323 protocol, it finds the alias as expected. If I run it using SIP protocol, I get an error "Failed to start locate: Out of resource". Has anyone else seen this error or know what causes it?

What are you trying to search for? On my expressway, if I search by the SIP URI (including domain), it searches successfully. The only way I can replicate that error message is if I search the E164 and search using the SIP protocol. However, if I add my domain to the E164, then the search is again successful.
