what is different between TMS and VCS as phone book server?

In my deployment,  it is traditional architecture,  VCS/E-VCS/C-TMS-OpenLDAP .

when I  provide phone book service, there are several choice, VCS/TMS/CUCM act as phone book server.but I do not know what different between VCS and TMS. is there any docs that can help me .

     Now I use VCS as phone book server.but there are some drawback fro me .

    First, search function do not support part  match. for example, username is xujf88800001,  when I input "88",I can not get "xujf88800001".

   Second, do not support Chinese PingYin search.for example , "徐" , when I input"x", I can not get "徐".

     I want to try TMS as server, but I do not know if TMS could work as I hope.

TMS provides an http based phonebook service. The VCS can provide phonebook data via SIP to TMSPE provisioned devices. A TMS based phoneebook can provide some advanced options, like a foldered phonebook structure.
