What do you mean by Cluster reboot? How can I do that?

The name pretty much says it all, cluster reboot, start by your PUB, wait until it comes up, next TFTP(s) wait until fully up, next SUB1, wait until fully up, and repeat until you've rebooted all servers in your cluster.

I did reboot them already(PUB and SUB) and there is no TFTP server and I rebooted it once now but the issue still remains

Check if the entries are correct with this command:
show tech network hosts

Yes, this command returns the external resolution fine but that is not the problem , I am faced with the issue in the
Unified CM Database Report Status where the rhosts file is not in sync
