Just a simple question.
Does the Schema Update Executable automatically check to see if the AD Schema is allowed to be modified and if so does it change the registry key to "1" and then back to "0" after its finished?

No - as far as I know it just attempts to make the change and if it fails, it logs errors to that effect and requires you to log in with an account that has rights to do that (it'll assume you are not logged in with such an account if the update attempt fails).
