Can't assign users IM & Presence

I'm playing in the lab prior to rolling out IM & Presence 9.1.  Our Current 8.6(2) CUCM does not include IM & Presence, so I'm trying to become familiar with it prior to rollout.

I have CUCM and CUC working, and have updated them to SU2.  I have IM & Presence installed and upgraded to latest as well.

Configured SIP trunks, AXL stuff, and it all appears to be ready to roll, with one little exception.

When I go to assign a user to the IM&P publisher, it shows that no users are available.

The user in question is local to CUCM, as opposed to being in my production AD.  I'm using a local user as to not mess up anyyhing in my production CUCM environment.  

If I look under IM & Presence Admin, User Management --> End User, I can see all of my users, both local and in AD.  All users are listed and being UNASIGNED for both Node and Subcluster, so I know that IM & P is talking to CUCM.

However, when I attempt to view the Cluster Topology Details, it lists All  Unassigned Users (0).

What am I missing?  Both CUCM and IM&P are in same subnet.  I set the IM&P Domain Name to match the CUCM domain name, and restarted the various processes.  It didn't work prior to that either. All services are running.

OK, so, what CUCM version you have, and what IM&P version you have??

Sorry, thought it was obvious from my notes, but:

CUCM: 9.1.2.12900-11 (SU2)

CUC:9.1.2ES46.12900-46 (SU2)

IM&P: 9.1.1.51900-1

After a few iterations was able to get the users to add, so they are enabled in CUCM, and assigned in IMP.  AT present I have all my AD users visible and one local user configured.  By configured I mean that ID is assigned to a phone/line, as well as assigned in IM&P.

When I attempt to run Jabber for Windows (10.5)  I get a message "cannot connect to the server".  Thus far, RTMT logs have shown me:
