 A phone line is currently used for voice mail and no users are actively logging into this line to accept calls. some agents would access the voice mail several times a day to obtain the voice mails and then rout them via e-mail

We simply need to turn off the voice mail feature and have a message to the customer as follows  "Welcome to ABC"

Then use your contact center basic script to play the greeting and route or end the call as per your requirement.

You can also do this by using Unity Connection call handlers. Just record the greeting as per your needs and then define what to do with the call - you can play a greeting and then drop the call or transfer to an extension or a queue.
