I would like to do a test installation of CUCM 8 in a lab environment on VmWare ESX server.
I see that some people have done this.
Is this legal and if yes where can I get the installation files?

CUCM 8.0(2) and above are supported on VMWare.

I believe 8.0(3) from CCO is bootable so you can use it for a fresh install.

Is it free for testing purposes? Am I allowed to download it without having a license?

It has a demo license with 150 DLUs
The other option would be to get the NFR kit for 8.0 which gives you a lot more,
