you can use both of the same value ... its the same result at the end..
for example you have device pool called TEST with location called TEST 1 ,, and you have 1000 device using this location.
there is a new device using the same device pool TEST , but you want to have a location with Unlimited bandwdith for it , hence you have the option to put this configuration on the device level ... device level configuration takes precedence over device pool configuration.
