CUCM - Service Parameter Change - Local route group for redirected calls

Hi Everyone, 

We're planning on changing the default Service Parameter in our Environment for "Local route group for redirected calls". Based on what I've researched so far, this is classified as a Clusterwide parameter. We have a couple quick questions, seeking some affirmation before we schedule the change: 

1. We have a publisher and two subs. Do we only need to modify the parameter on the pub? 
2. Do we need to restart anything for the change to be active (e.g. call manager service, servers, etc.)
