anyone know why i should get a bad number for outgoing calls on the cupc softphone. the deskphone works without problem and the profile is a copy of one that works fine.

Check to see if you have some application dialing rules setup that are taking over the CUPC client dialing

there are no application or sip dial rules on the system.
