I would like to deploy the softphone in CUPC but I do not like the Answer with Video button since we do not want to deploy video cameras to all our users. Is there a way to prevent the activation of video. I do not want someone to put a video camera from home and have the ability to do video.

You may put the CUPC devices in a device pool and use region settings to limit the bandwidth for video.

Does that include eliminating it or just lowering the bandwidth. How does this prevent a
user from hooking up a video camera and using the softphone with video?

This is called CAC (Call Admission Control).
CUPC supports H.264 and H.263 if I remember it right. If the bandwidth does not meet the requirement of H.264/263, the video will not set up at all.

pick the CSF you created in CUCM under 'Device->Phone', scorll down to bottom, choose disabled for video capabilities.
