Default class of service does not give ability to unlock a sunscriber

Folks,

We are running 4.0(4). I wanted to set class of service for admins so that they could manage the unity system, but when i choose the default administrator templelate it does not give me option to unlock locked suscribers. I see the option, but, it is greyed out??

Any ideas?

Noticed this also, not sure why it is the case, but if you make a new COS, you are able to select the option.

Recommend making a new one over using the default anyway.
