No - subscribers can read and delete any message in their mailbox regardless of its read/urgency status. There's no setting that prevents them from doing this.
You can have deleted items moved to the deleted items folder so they can be restored in the event of an accidental deletion if you want - but you can't restrict user's ability to delete/save/forward/reply/etc... to all messages in their inbox.
