Deploy CIPC with computer image

Is it possible to add CIPC to a standard computer image. I want to  configure the tftp server , but  it should create a new mac address  on each machine  the image is installed   I have it set to auto registerr then use taps to configure users information

Yes, you should be able to deploy CIPC as part of your standard image.  It will use the MAC of the primary Ethernet adapter when it boots up.

As to TFTP, why not offer it to PC's as well as IP Phones?   Just add it to all scopes at each site so that when CIPC phones travel around they can always find their closest TFTP server and you can just let it automatically find its CUCM like phones do today.
