External Phone Mask CUCM Ver 12

We had to take down one of our subscribers for maintenance. When service was restored I have been getting calls regarding outbound external calls being received with the incorrect external phone mask. I ran a debug and found that although the call was made from line 3 which has a external phone mask configured the call gets routed with the main line number as the external phone mask. These are our operator's phones configured with a non-routable NNNN number on line 1. The user dials from line 3 which is a routable number RRRR. There is no external phone mask configured on line 1. There is an external phone mask configured on line 3. Does CUCM ver12 have a default setting that would cause this behavior?
