How Can I Easily Verify AXL Access Is Working For A Specific User In CUCM (v. 11.0.1.20000-2)

The CUCM is version 11.0.1.20000-2.

The problem:  I cannot verify AXL SOAP Connectivity for CUCM.

Can anyone provide a step by step guide for this? Most out there are outdated and non applicable to v.11 and later.
