Need to change the voice message recording for all the users

I would like to change the voice mail message that when the all users don't pick up the call for users from default one to my recording

I think you can do it by creating a call handler in unity connecting and upload your recording file to this call handler, then create route pattern in CUCM pointing to the call handler number and in the voice mail configuration add the route pattern number.
