Speed dial button to outside phone number rings busy. Any ideas on why this is occurring?

The speed dial button is configure to call a number like "9xxxxxxxxxx". The 9 is because our system requires a 9 to get a dial tone.

You can go to Serviceability on CUCM and do Dial number analyzer, check the below link for help.

The output showed me that the phone need a national CSS.
