You can e-mail the information to licensing@cisco.com and have the Global Licensing Operations team process it manually. You will need to include the file you were uploading and it is probably a good idea to include the information (UG number and SO number) from the upgrade media order from PUT for the version you are going to be installing the license to (7.x).
