After hours blocking will block outbound calls.

The example below is blocking certain numbers 24 hours a day.

after-hours block pattern 1 .1900
after-hours day Sun 00:00 23:59
On all phones that do not need the restriction,
add "after-hour exempt" to the ephones that do not need the restrictions.
Unfortunately, I don't have a callmanagerexpress to verify the config, but it should meet your needs.
