Unity 4.2 Bulk Import - Zero_key_rule

I'm trying to use bulk import setting to set the ZERO_KEY_RULE to transfer to subscribers. Then I run it, it set the 0 key input to send to greeting and not transfer to. Is there a way to have it set this to transfer to?

I have Unity 4.0.5 so the bulk edit versions are different but I have a check box that says "Don't try to ring phone" which I think means send to greeting. If unchecked means ring extension.

But I haven't tested it.
