Unity 4 & 7 using same Exchange 2003 off-box MS

Can Unit 4.0(5) and Unity 7.x use the same message store? Currently 4.0(5) is configured for VM only with off-box storage. The client is reluctant to move to full UM hence Legal Dept issues. I feel this is possible and will use Cobras/GSM to migrate users.

Yes. You can have 2 unity servers pointed to the same Exchange server.
