Unity 5.0 - Sending messages ERROR

Callers receive VM messages as expected but I cannot send a message to another user. System lets me address recipient and record the message but when I press # to initiate the send, I get the message " this system is temporarily unable to complete this call". Is there someplace in Unity this feature is enabaled.

This is almost always a send as permissions issue. I would double check that the users having the problem are inheriting from parent container in AD. The check box for this is on the Security Tab of their user properties page.

If you have already, try re-running the permissions wizard.
