No, customizable roles are not in the product and as far as I know not on a roadmap. I've seen a few folks want to do things along these lines but it's more difficult than just a role definition - denying access/links from all possible pages to restricted data is a bit of work.
As with all feature requests, make sure you hit your account team and ask them to pop a PERs in for it - the product folks work off those requests when deciding what items get engineering/testing resources assigned to them.
