ARP table size limit

I am aware of the ARP table size limit, but have been researching why is there a limit. I see in Linux a simple command to increase the size, also aware that the need for the size to increase is not in best practice. Is anyone aware of a technical reason for the size limit or is it application based (CUCM) for functionality?

If you didn't have a limit and someone nasty just generated random ARP broadcasts, they could take out your server by consuming all of its resources.
